Improved Downtown Eugene Bus Service Pilot
The City of Eugene and Lane Transit District are launching a two-year pilot in fall 2025 to improve bus service in Downtown Eugene. The updated bus route will modify LTD’s existing Route 1 to serve a larger geographic area, increase frequency to every 30 minutes, and offer trips later into the evening. The new route will begin on September 7, 2025, and conclude in summer 2027. At that time, its route and frequency may change depending on how the pilot performs and availability of funding.

Why are the City of Eugene and LTD launching a Downtown Eugene Circulator pilot?
- Downtown Eugene is changing, with more high-density housing and a new City Hall in the Riverfront neighborhood. Improving transportation to these developed areas, as well as established businesses and homes, makes it easier for people living and working downtown to access services like grocery stores, pharmacies, healthcare providers, jobs, and schools.

How was the service area of the pilot determined?
- The route for the new downtown bus service was based on a study done by the City of Eugene and LTD, as well as service recommendations approved by LTD’s Board of Directors in 2024. Both studies included feedback from the community and key stakeholders. LTD also relies on its Fixed Route Service Policy to guide route changes and improvements.

I use Route 1 to reach the Campbell Center. How will my trip be affected?
- Riders using the bus to get to and from the Campbell Center will use stops located on 3rd Avenue instead of 2nd Avenue. This change makes other route improvements possible, like extending access to 18th Avenue and increasing to 30-minute frequency. Riders on Route 67 may continue to use the 2nd Avenue stop in the evenings.

Will the new downtown bus service be different than other LTD bus routes?
- The downtown bus service pilot will be a modification of LTD’s Route 1. The rider experience, including fare and ability to connect to other LTD routes, will be the same as riding other LTD buses. The downtown bus service pilot may have a name and logo that is different than Route 1.

What happens when the pilot ends?
- The improved downtown bus service pilot will end in summer 2027. At that time, the pilot route could become permanent, revert back to Route 1, or change otherwise based on ridership, community feedback, and available funding.

- The City of Eugene and LTD received a State of Oregon grant specifically designed to test new transportation options. The existing costs of LTD’s current Route 1 will also help fund the pilot.
