Board of Directors

Lane Transit District is a special-purpose district enacted by the State of Oregon and governed by a seven-member Board of Directors. Appointed by the governor, the LTD Board provides policy direction and collaborates with local elected officials on regional transportation planning.

Board Subcommittees & Community Advisory Committees

LTD invites members of the community to represent the diverse interests of LTD's service area. Through a combination of open applications and board member appointments, community members can join an LTD Community Advisory Committee.

Budget Committee

The Committee meets on an as-needed basis but generally convenes in the first and fourth quarters of each fiscal year in time to provide advice to the Board of Directors prior to the adoption of an annual budget. The Committee is composed of all seven Board members and seven citizen members. Each LTD Board member selects one citizen member to fill a term of three years. Meetings are open to the public and include a forum for public comments.

The Budget Committee shall consist of fourteen (14) members as follows: seven (7) Board members and seven (7) appointed members who live within the LTD service area. All members of the Committee have equal authority.

Each Board member may appoint one (1) member to the Committee so long as the member resides within LTD’s service area, regardless of whether the member resides within that Board member’s sub-district.

Board members shall serve on the Budget Committee throughout the duration of their Board appointment. Appointed Committee members shall serve for three years, staggered terms, with the member’s term beginning July 1 of the respective year. Appointed Committee members may be reappointed for additional terms, at the discretion of the LTD Board of Directors.

Strategic Planning Committee (SPC)

The Strategic Planning Committee is composed of a core group of representatives from the LTD Board of Directors, and key LTD partners, including the Eugene City Council, Springfield City Council, Lane County Board of Commissioners, and Oregon Department of Transportation. The Committee also includes a diverse set of representatives from within the community.

The Strategic Planning Committee provides the LTD Board of Directors with independent advice on strategic planning issues related to advancing the goals of the Long-Range Transit Plan, including but not limited to developing the Frequent Transit Network, making better connections, reducing trip and waiting times, bridging the first and last mile, creating safer ways to access service, and optimizing solutions for urban and rural areas. In December 2022, via LTD Resolution number 2022-12-14-073, the SPC’s purpose was expanded to encompass the work of the former LTD community advisory committee referred to as the “Comprehensive and Accessible Transportation Committee.”  As such, the SPC’s purpose further includes the deliberate consideration, when making decisions for advice or recommendations to the LTD Board of Directors, of the impacts of potential, proposed, or actual service changes on individuals who are transit dependent, especially those who are older adults or people with disabilities.

The Strategic Planning Committee meets bi-monthly at 5:30 p.m. on the fourth Tuesday of the month. Meetings are open to the public and include a forum for public comments.

The Committee shall include as voting members no more than two members of the LTD Board of Directors as well as one representative from each of its key partners, but shall not include a quorum of any policymaking body.

A member representing a targeted area of interest must be representative of the industry, or area of interest, and have applicable experience in the respective field.

State Transportation Improvement Fund (STIF) Advisory Committee

Oregon House Bill 2017 Keep Oregon Moving (HB2017) established a new dedicated source of funding for expanding public transportation services in Oregon. Keep Oregon Moving includes a new 0.1% employee payroll tax to fund public transportation. This tax is effective July 1, 2018, and provides a dedicated source of funding for expanding public transportation service in Oregon that benefits a high percentage of low-income households. This new funding source is called the Statewide Transportation Improvement Fund (STIF). Lane Transit District (LTD) is the Qualified Entity of the funds allocated to Lane County.

STIF may be used for public transportation purposes that support the effective planning, deployment, operation, and administration of public transportation programs, including, but not limited to, the following:

  • Creation of new systems and services with origins, destinations, or stops in Oregon;
  • Maintenance or continuation of systems and services in certain circumstances; and
  • Planning for and development of a Local Plan or future STIF Plan to improve public transportation service.

The Oregon Department of Transportation (ODOT) estimates that Lane County will receive $13,410,000 in STIF funds in FY19-FY21; $12,721,000 is anticipated to be used within the LTD boundary, while $689,000 is anticipated to be used in areas outside the LTD district. Allocation is based on where the employee tax was generated.

The LTD Board of Directors has appointed an Advisory Committee to review potential STIF-funded projects and create a prioritized list of projects for the county. The Advisory Committee will meet at least two times per year.

Vision Zero Advisory Committee

The Vision Zero Program has an advisory committee to oversee implementation of the Vision Zero Action Plan. To receive a diverse set of perspectives on transportation safety, the advisory committee includes representatives from City of Eugene Public Works, Eugene Police Department, Eugene Springfield Fire and Emergency Services, ODOT, LTD, Peacehealth, Better Eugene Springfield Transportation, local school districts and more.

Metropolitan Planning Committee (MPC) 

LTD Board members attend Metropolitan Planning Committee (MPC) meetings to guide the policies of the Metropolitan Planning Organization (MPO). MPC is a subcommittee of the Lane Council of Governments Board of Directors.

Oregon Metropolitan Planning Organization Consortium (OMPOC) 

The Oregon MPO Consortium (OMPOC) gathers MPOs across Oregon to address Oregon's growing transportation needs within metropolitan areas, the role of the state of Oregon in transportation investments, and other transportation needs and issues.

Lane Council of Governments Board of Directors (LCOG) 

Lane Council of Governments (LCOG) brings local governments together to address a variety of local issues, including transportation. LCOG is governed by a Board of Directors, which is made up of local elected and appointed officials that represent its member agencies.

Lane Area Commission on Transportation (LaneACT) 

Stakeholders from the Oregon Department of Transportation (ODOT) Region 2, Area 5, make up the Lane Area Commission on Transportation (LaneACT). LAneACT collaborates on transportation issues of the area to strengthen state and local partnerships in transportation.

What happens at a board meeting?

Board meetings are regularly scheduled for the third Wednesday of each calendar month. LTD board members gather to receive information from staff, hear public input, ask questions of staff, and consider action items for adoption. Board meetings that happen at regular intervals are called Regular Board Meetings. Special Board Meetings, on the other hand, are scheduled as needed for urgent action items.

At times, the LTD Board of Directors must meet in Executive Session, authorized in certain situations in accordance with Oregon Public Meetings Law. Executive sessions are "any meeting or part of a meeting of a governing body which is closed to certain persons for deliberation on certain matters." [ORS192.610(2)].

Attend a Public Meeting
Pursuant to Oregon public meeting law, all meetings are open for public attendance, some are open for public seating on the committee, and several are open for public comment.

Lane Transit District offers multiple ways to attend, watch, and participate in LTD's public meetings:

In-Person: LTD Administrative Office, 3500 E. 17th Avenue, Eugene

Zoom: Watch and/or participate in the meeting by joining the meeting as an attendee. To join a Zoom meeting, follow the link posted to the web calendar on the day of each meeting at LTD.org.

Broadcast: Watch the meeting on local channel 21 or view the live stream of the meeting in a web browser. These broadcast methods will NOT allow viewers to participate in the meeting. Public testimony may also be provided in writing to Clerk@LTD.org.

About Jameson

Jameson T. Auten is the CEO and General Manager of Lane Transit District, serving the Eugene-Springfield, Oregon Metropolitan Area. He leads LTD’s 330 employees who connect our community aboard the District’s buses that serve 32 neighborhood routes and three bus rapid transit routes known as EmX.

Jameson joined LTD in November 2022 after serving as the Deputy CEO and Chief Operating Officer with the Kansas City Area Transportation Authority. He began his transportation career in 2001 with the GRTC Transit System in Richmond, Virginia.  His past executive management experience includes strategic planning in the field of transportation demand management and development and implementation of strategic marketing campaigns designed to reduce single occupant commute modes. 

Jameson is very active in the public transportation industry, including the American Association of Public Transportation and the National Academies of Sciences. He is a 2014 graduate of Leadership APTA and is the Chair of APTA’s Mobility Management Committee. Jameson earned an MBA from Virginia Commonwealth University and a bachelor’s degree from California University of Pennsylvania (PennWest).

He and his wife Mindy are the parents of four children. The family lives in Eugene.

Wendi leads the Administration team, which includes Compliance, Finance, Human Resources, Information Technology, and Procurement & Materials Management.

She has been with LTD since 2020 and has over 16 years of experience in the private sector, with a primary focus on Procurement. She holds a Bachelor’s degree in Organizational Leadership and Management from Friend’s University and a Master’s degree in Conflict Management and Dispute Resolution from Baker University. 

Wendi has a daughter and is a proud grandma to two grandchildren. In her free time, she enjoys reading, playing bass guitar, and exploring the beautiful Pacific Northwest.

About Joe

Joe leads Lane Transit District’s planning and development department, including the operation and maintenance of all District facilities. An LTD employee since 1999, Joe has led some of the region’s largest public capital projects that improve access, efficiency, and overall passenger service. His leadership in facility asset management ensures the District is a good steward of local, state, and federal infrastructure investments for the long term. Joe actively collaborates with public and private partners to ensure the District and its community members are at the forefront of regional transportation initiatives and discussions.

A graduate of the University of Oregon’s School of Planning, Public Policy and Management, he is originally from Portland. Joe lives with his family in Eugene.

About Aimee

As Chief Performance Officer, Aimee oversees Lane Transit District’s Business Intelligence Unit and guides District strategic business planning and execution. Aimee’s team works collaboratively across all LTD areas to support and enhance progress toward transformational outcomes. 

Aimee completed undergraduate studies at the University of Vermont, a Master of Arts at Naropa University, Boulder, CO, and doctoral-level statistical training at the University of Washington, Seattle. Her background is focused in cognitive sciences with extensive advanced training and experience in continuous improvement, including certification as a Lean Six Sigma Black Belt from Villanova University.  She joins transit after 10+ years working in mental health leadership and brings a socially guided perspective of transit in the community

Aimee hales from New England but has made the PNW home for the last 15 years. She enjoys hiking the ridgeline trail, riding the bus, and hanging with her fun family and goofy animals.
