Lane Transit District is a special-purpose district enacted by the State of Oregon and governed by a seven-member Board of Directors. Appointed by the governor, the LTD Board provides policy direction and collaborates with local elected officials on regional transportation planning.

LTD’s Board of Directors acts on all policy matters necessary to the safe and efficient delivery of public transportation services to the LTD service area. LTD’s service area is divided into seven subdistricts, with each subdistrict represented by a specific board member who lives in that area.

Board Members

The board of directors consists of seven members who are residents of seven specific subdistricts served by Lane Transit District. Each member of the board has been appointed by the governor of Oregon and confirmed by the Oregon State Senate. A board member’s term is four years and, generally, members may be reappointed for a second four-year term.

Board members are volunteers and serve without pay, except that they are reimbursed for expenses incurred in connection with service as a board member.

To be considered for appointment to the LTD board, applicants must submit an Executive Appointments Interest Form with the governor’s office. The governor’s Office of Executive Appointments will forward the governor’s recommendation to the state senate for consideration. An applicant may be required to appear before a subcommittee of the senate before being considered by the full senate.

About LTD Board Member Gino Grimaldi

During his 45-year tenure in local government in Arizona, Maine, and Oregon, Gino learned the importance of a strong local transit system to the overall health of the community. He believes LTD is an integral part of the Eugene-Springfield Metropolitan Area’s transportation system, and the District’s service area that extends beyond the metropolitan area. Prior to his 2022 appointment by Governor Kate Brown to the LTD Board of Directors, he was on the District’s Budget Committee and had served on the board of directors of the transit agency in Portland, Maine. Before his recent retirement, he served as the City Manager in Springfield where he worked closely with LTD to implement EmX routes in the community and supported the District’s efforts to secure federal funding. Also during his time as City Manager, Springfield adopted its first council goal regarding equity and inclusion, changed the city’s hiring practices resulting in more diverse applicant pools, and staffed the city’s Human Rights Commission. Active in the community with United Way of Lane County, Rotary, Springfield Renaissance Development Corporation, and Willamette Pass Ski Patrol, Gino was named the 2019 Distinguished Citizen by the Springfield Area Chamber of Commerce. About LTD Board Member Michelle Webber

Michelle knows both sides of the transit token. Growing up in Eugene, public transportation provided her and her mother with safe, affordable and reliable services to travel to work, shopping and activities. When her family moved to the Oregon Coast, lack of public transportation created barriers that kept them from the critical services they needed. Michelle believes making pragmatic, fiscally sound and citizen-focused decisions is how LTD can best serve the needs of the community with reliable, accessible, and affordable public transportation. Governor Kate Brown appointed her to the LTD Board of Directors in 2021. She is a Springfield City Councilor-elect and is a former member of the Springfield School Board, Springfield Education Foundation, Springfield Library Foundation and the Wildish Theatre. About LTD Board Member Heather Murphy

Former Cottage Grove City Councilor Heather Murphy is an Early Learning Administrator with the South Lane School District. Over the course of her distinguished career in education and serving children and families, Heather has a keen insight into the important role LTD plays for families in Lane County and believes strongly that rural communities should be well represented on the LTD Board. Previously, she served in Executive Director positions for CASA of Lane County and the Family Relief Nursery in Cottage Grove as well as the Yoncalla Early Works Site Liaison/Rural Policy Advisor for the Children’s Institute. Active in the community and state of Oregon, Heather serves on the Oregon Department of Education’s Kindergarten Assessment Advisory Committee while also serving on the Friends of the Children Lane County Board of Directors, 90 by 30 Steering Committee, and the Trillium Healthcare CCO Board of Directors. About LTD Board Member Kelly Sutherland

Through her work as the Executive Director of the Relief Nursery, Kelly Sutherland has a keen awareness of the needs of community members who rely on LTD for transportation. Over the years as a community and non-profit organization leader, she has developed strong relationships with the business community whose taxes fund LTD. Her interest is in furthering public/private partnerships to improve LTD’s outreach, efficiency, and sustainability of the District’s vital services. Prior to moving to the area for nearly 25 years, Kelly was an Investigative News Producer for Dateline NBC, and she has also worked for ESPN, ABC Sports, and ABC News. She is active in the community serving on Summit Bank’s Advisory Board, the Rotary Club of Eugene, and the Eugene Country Club Board of Directors. Kelly was appointed by Governor Kate Brown in Fall of 2022 to complete the last months of a term vacated by a previous board member. Peter is a life-long transit rider who has used many different transit systems as an able-bodied person and as a person with mobility disabilities. Governor Kate Brown appointed him to the LTD Board of Directors in 2022. An Information Technology Consultant, Peter has spent many years in active civic leadership as the former Chair of the Downtown Neighborhood Association and of the West University Neighbors in Eugene as well as past Co-Chair of the Neighborhood Leader’s Council. About LTD Board Member Susan Cox

Susan Soonkeum Cox’s leadership on issues concerning race and equality is recognized across the country and throughout the world. She was appointed to serve on the LTD Board of Directors by Governor Kate Brown to ensure issues of race and equality are considered and highlighted in policy and decision-making that is balanced and constructive. Susan is the Honorary Counsel for the Republic of South Korea for Southern Oregon and was appointed by Governor Brown to serve on the Oregon Commission on Asian and Pacific Islanders. She was appointed by President Clinton to serve on the first White House Commission on Asian and Pacific Islanders and is a member of the Asian Council of Eugene. Cox is Vice-Chair of the Lane Community College Foundation, a member of Eugene Downtown Rotary and Professional Women’s Group of Eugene. She is the Board Chair of Women’s Campaign International (WCI) in Philadelphia. Susan served as the Vice President of Policy & External Affairs with Holt International Children’s Services for nearly 40 years, where she led domestic and international advocacy initiatives related to child welfare, adoption and foreign affairs.  She was appointed by United States Secretary of State Madeleine Albright to the Advisory Committee on Voluntary Foreign Aid. Her leadership on behalf of Korean adoptees has been recognized by NGOs, universities, and governments including the U.S. Congress, South Korean Ministry of Health and Welfare, and The Hague, where she serves on a special commission on intercountry adoption. She is the founder of the International Gathering for Korean Adoptees in Washington D.C. and is the editor of “Voices from Another Place,” an anthology of Korean adoptees and “More Voices,” an anthology of Asian adoptees. Board Meetings

The LTD board of directors and its committees meet regularly to set District policies, review certain contracts, and provide input on strategic priorities.

The LTD board meets monthly* on the third Wednesday of the month, beginning at 5:30 p.m.  Meetings are held virtually via Zoom, broadcast through LCOG Metro TV on channel 21 & YouTube, and held in-person at the District’s administration facility at 3500 East 17th Avenue, Eugene, in the Glenwood area. The board holds periodic special meetings or work sessions as needed.

Committees & Subcommittees

Board members serve on subcommittees of the board, represent the District on intergovernmental committees, such as the Metropolitan Policy Committee, and testify before boards or commissions on transportation-related issues.

Board members also serve as half of the District’s Budget Committee. Each board member appoints a community member to this committee, which meets in the spring and fall to adopt an annual budget and Community Investment Plan.

Subcommittees

Board subcommittees are smaller groups within the board of directors that meet to focus on specific topics or tasks. Meetings are open to the public, and public comment is heard at these meetings.

Finance Committee

The committee provides the board of directors with oversight and recommendations for Lane Transit District’s finances. The committee is responsible for reviewing and making recommendations to the board of directors regarding all contracts valuing $250,000 and above as set forth in resolution 2021-09-15-048; long-range financial planning information; and fiduciary oversight of expenditures and program performance. The Finance Committee is composed of Board Members Gino Grimaldi, Lawrence Green, and Susan Cox and meets bi-monthly on the second Tuesday of the month as needed. Meetings are open to the public, and public comment is heard at these meetings.

Community Advisory Committees

Board community advisory committees are made up of board members and a community member appointed by each board member. Each committee has its own set of bylaws. Meetings are open to the public and include a forum for public comments.

Budget Committee

The Budget Committee shall consist of fourteen (14) members as follows: seven (7) board members and seven (7) appointed members who live within the LTD service area. All members of the committee have equal authority.

Each board member may appoint one (1) member to the committee so long as the member resides within LTD’s service area, regardless of whether the member resides within that board member’s sub-district.

Board members shall serve on the Budget Committee throughout the duration of their board appointment. Appointed committee members shall serve for three years, staggered terms, with the member’s term beginning July 1 of the respective year. Appointed committee members may be reappointed for additional terms, at the discretion of the LTD board of directors.

Strategic Planning Committee

The Strategic Planning Committee provides the LTD Board of Directors with independent advice on strategic planning issues related to advancing the goals of the Long-Range Transit Plan, including but not limited to developing the Frequent Transit Network, making better connections, reducing trip and waiting times, bridging the first and last mile, creating safer ways to access service, and optimizing solutions for urban and rural areas. In December 2022, via LTD Resolution number 2022-12-14-073, the SPC’s purpose was expanded to encompass the work of the former LTD community advisory committee referred to as the “Comprehensive and Accessible Transportation Committee.” As such, the SPC’s purpose further includes the deliberate consideration, when making decisions for advice or recommendations to the LTD board of directors, of the impacts of potential, proposed, or actual service changes on individuals who are transit dependent, especially those who are older adults or people with disabilities.

The Strategic Planning Committee meets bi-monthly at 5:30 p.m. on the fourth Tuesday of the month. Meetings are open to the public and include a forum for public comments.

The committee shall include as voting members no more than two members of the LTD Board of Directors as well as one representative from each of its key partners, but shall not include a quorum of any policymaking body.

Statewide Transportation Improvement Fund Advisory Committee

The Statewide Transportation Improvement Fund (STIF) was established in Oregon House Bill 2017 (Keep Oregon Moving) to provide a new dedicated source of funding for maintaining, improving, and expanding public transportation services in Oregon. This legislation included a new 0.1% employee payroll tax, which became effective July 1, 2018.  Effective July 1, 2023, the STIF and Special Transportation Fund (STF) programs were consolidated and are now known collectively as the Statewide Transportation Improvement Fund.

Under the STIF program, public transportation funding is made available every two years to support access to jobs, improve mobility, relieve congestion, and reduce greenhouse gas emissions in Oregon. Lane Transit District (LTD) is the Qualified Entity for the STIF Formula funds allocated to Lane County. 

STIF may be used for public transportation purposes that support the effective planning, deployment, operation, and administration of public transportation programs, including, but not limited to, the following:

  • Creation of new systems and services with origins, destinations, or stops in Oregon;
  • Maintenance or continuation of systems and services in certain circumstances; and
  • Planning for and development of a Local Plan or future STIF Plan to improve public transportation service.

In August 2024, the Oregon Department of Transportation (ODOT) estimated that Lane County will receive $16,803,885 in STIF funds in FY26-FY27; $15,329,461is anticipated to be used within the LTD boundary, while $1,474,422 is anticipated to be used in areas outside the LTD district. Allocation is based on both population and where the payroll tax was generated.

The LTD board of directors has appointed an advisory committee to review potential STIF-funded projects. This committee will meet at least two times per year.

Board External Committee Participation

LTD board members serve on several external committees to advise local government and planning bodies on transportation issues.

Metropolitan Policy Committee

The Metropolitan Planning Organization Policy Board function is carried out at the Metropolitan Planning Committee (MPC). MPC serves as the MPO Policy Board under delegation from the Lane Council of Governments (LCOG) Board of Directors.

Oregon Metropolitan Planning Organization Consortium

The Oregon MPO Consortium is a forum for Metropolitan Planning Organizations (MPO) whose purpose includes addressing Oregon’s growing transportation needs within metropolitan areas, the role of the state of Oregon in transportation investments, and other related transportation needs and issues within the state.

Lane Council of Governments Board of Directors

The Lane Council of Governments is an organization designed to provide an environment for local governments to work together as needed for the purpose of addressing a variety of local needs, including transportation. The governing body of LCOG is its Board of Directors, which is comprised of local elected and appointed officials that represent a variety of member agencies.

Lane Area Commission on Transportation

Lane Area Commission on Transportation is an advisory body established to provide a forum for stakeholders to collaborate on transportation issues affecting the Oregon Department of Transportation (ODOT) Region 2, Area 5 (“Area”), and to strengthen state/local partnerships in transportation.

Public Participation

Pursuant to Oregon public meeting law, meetings are open for public attendance, some are open for public seating on the committee, and several are open for public comment.

How To Attend A Public Meeting

  • In-Person at the LTD Administrative Offices at 3500 E 17th Ave. Occasionally, public meetings are held at alternate locations, so please check the events calendar for the most up-to-date information.
  • Watch and/or participate by joining the Zoom meeting as an attendee. Zoom links are posted in the events calendar of each public meeting.
  • Watch the meeting on local channel 21 or stream online .  Watching on TV or live stream does not allow participation.

Public meetings typically occur on the following schedule:

  • Board of Directors Meeting: third Wednesday of the month at 5:30 p.m.
  • Finance Committee: every other month on the second Tuesday at 5:30 p.m.
  • Budget Committee: as needed, but typically in February-June to advise on and adopt the annual budget for the fiscal year beginning July 1
  • Strategic Planning Committee: every other month on the first Tuesday at 5:30 p.m.
  • Statewide Transportation Improvement Fund Advisory Committee: as needed, but at least two times per year

Public testimony can be provided in-person or virtually during public comment periods, or submitted in writing.

(OAR) 199-050-0070 requires a public body to publish on its website the contact information of how an individual may submit a grievance alleging a violation by a governing body of provisions in the Public Meetings Law . An executive session is a portion of a public meeting that is closed to the public, for deliberation on specific, legally defined matters. These sessions are authorized by Oregon’s Public Meetings Law and are not considered separate meetings but rather closed portions of a regular, special, or emergency meeting.
