Your Responsibility as an Offeror
Prior to submitting any offer to LTD in response to a solicitation, offerors must carefully read all specifications, scopes of work, and be aware of the stated terms, conditions, and obligations within the solicitation. All of these documents are considered part of the final contract(s) to be awarded and the successful offeror(s) will be expected to comply. Each solicitation is unique, and each one should be carefully reviewed on its own merit.
Responses should be complete and concise, following all directions included in the solicitation documents. If forms and/or certifications are included, they must be completed and provided as part of the response. Offers must be delivered in the method described by the solicitation, prior to the due date and time specified. LTD cannot consider late offers, and any responses received after the due date and time will be returned unopened, except to the extent necessary to identify the sender.
Surplus Disposal
Lane Transit District disposes of most surplus vehicles and large equipment through Lane County public auction held each fall.
Lane Transit District disposes of other miscellaneous goods through eBay . The seller listing name on eBay is “lanetransitdistrict”.
Disadvantaged Business Enterprise Program
Partnering with minority and women-owned businesses.
LTD established a Disadvantaged Business Enterprise (DBE) Program to create a level playing field where small businesses, owned by minorities and women, can compete fairly for contracts and subcontracts relating to the District’s construction, procurement, and professional services activities. In accordance with regulations of the U.S. Department of Transportation, the District ensures nondiscrimination on the basis of race, color, sex, or national origin in the award and administration of the U.S. Department of Transportation-assisted contracts.

Disadvantaged Business Enterprise (DBE) Goal for Federal Fiscal Year (FFY) 2026-2028
Lane Transit District (LTD) has prepared its final overall Disadvantaged Business Enterprise (DBE) goal in accordance with 49 CFR Part 26.45(g) for the triennial period between October 1, 2025, through September 30, 2028.
LTD proposes to set its overall DBE goal of 0.82% for anticipated participation in FTA-assisted projects during the triennial period.
